Over half of New Zealand's overseas aid is bilateral. Particular areas of focus are the Pacific states and Pacific-wide organizations. New Zealand is a major supporter of the South Pacific Forum, the University of the South Pacific and the Pacific Environment Program. It also offers scholarships allowing overseas students to study or train in New Zealand.
